See the other answer, but, yes you want a thesis statement (what will you argue about student debt?) followed by 3 main ideas that will support that argument. Lay that out in your introductory paragraph and then each body paragraph will be devoted to explaining each point with a PEE/PEA structure: point-evidence-explanation/point-evidence-analysis.

Hi Laticia - I feel like I've answered this question for you before. The key thing that you want when you start your introduction is that you want to state quite clearly what your particular argument on student loan debt will be. Some ways in: will you make a policy argument? Will you make a values-based argument? Will you make an ethical argument? etc. What will be the claim that you will want to defend? Once you clarify that, then it becomes easier to find the three main points that you will use to support the advancement of your argument.

The three points - 1.) increase college enrolment, 2.) reduce student debt, and 3.) help economic growth - are the main points for your body paragraphs. They are the main ideas you will develop to support your thesis that is about Federal policies around free higher education tuition.
So for your first sentence you need all the details: “Federal Government”—of what country? “Low income”—how do you define it?
And you also want your first sentence to gesture why this matters. Why are you arguing about income tuition in the first place? Try to show your reader.
So you might have something like: “Securing a university degree continues to be a predictor of lifetime earnings, but in the United States access to higher education can be cost prohibitive, and policies should be enacted to ensure the lowest income students have access to free higher ed.” <- now don’t use my exact wording as it might not sound like you, but that’s the sort of opener you want with all the details.

So for an argumentative essay on student loan debt, you first want to articulate what you will argue about student loan debt (should it be forgiven? should there be better policies around it? should there be caps on interest? should there be caps on total principal amounts loaned? etc.). Are you making a policy argument or an ethical argument? These are all things that you need to know so that you can get started. Once you have said what you will argue, then you need points and evidence to support what you will argue. Here's the structure you need: First Paragraph: Background and Thesis Statement, Body Paragraphs: Develop your Arguments and Provide Evidence, and Conclusion: Summarizing and Closing with Impact.
