An urban planner want to know how bad the commute is for people live in Twin Pines and drive to Downtown to work full-time jobs. Devices are used to count many times they brake their cars along Highway #1 from Twin Pines to Downtown during rush hour. About 70% of Twin Pines residents that work full-time Downtown and drive by car are homeowners; 30% are renters. A random sample is drawn from each group.
